Dr. Warren has been involved in the management of natural resources
on military training areas since 1985. He serves as Director of
the Center for Environmental Management of Military Lands and holds
a joint appointment with the Department of Forest, Rangeland and
Watershed Stewardship within the Warner College of Natural Resources
at Colorado State University. Dr. Warren’s research emphasis
is the development of innovative tools and strategies for meeting
the demands of military training and testing while sustaining ecosystem
integrity. Research topics include cost-effective land condition
monitoring, erosion and sediment modeling and control, land reclamation
and revegetation, the ecological roles of biological soil crusts,
the role of disturbance in maintaining healthy ecosystems, and disturbance-dependent
threatened and endangered species. For his support of Army training,
Dr. Warren has been awarded the Department of the Army Achievement
Medal for Civilian Service.
Calvin F. Bagley

Mr. Bagley is an Associate Director who manages a
variety of Army and DoD contracts associated with the Integrated
Training Area Management (ITAM) program and Research and Development
programs. He manages the Geographic Information Systems Support
Team at CEMML, which includes the Western Regional Support Center,
providing GIS support, data collection and development, analysis
and map production to the Army Environmental Center and installations.
He also manages the Planning and Assessment team, which develop
Integrated Natural Resources Management Plans (INRMP), Environmental
Assessments (EA) and Environmental Impact Statements (EIS) for
DoD customers. Mr. Bagley performs applied research on wind and
water erosion, training impacts on vegetation recovery, and GIS
/ remote sensing applications for natural resources inventory and
monitoring of military lands. Mr. Bagley is advisor and project
leader for CEMML graduate students from the Range Science and Forest
Sciences departments and in the Military Lands Management degree
program.
Robert Brozka

Since 1988 Mr. Brozka has been involved in the management of natural
resources on military lands. He began this association with the
Army Corps of Engineers Construction Engineering Research Laboratory.
There he contributed to development of the Land Condition Trend
Analysis program, and was instrumental in fielding the program at
the first Army installations. He has been Associate Director for
Field Operations at the Center for Environmental Management of Military
Lands at Colorado State University since 1994. In this capacity,
Mr. Brozka oversees CEMML's work in land management at over 50 installations
across the United States and Germany. Projects include all components
of the Integrated Training Area Management program, environmental
monitoring, planning level surveys for floral and fauna, and endangered
species surveys.

Dr. Bill Doe has eleven years of experience at CEMML as an Associate
Director and Principal Investigator. He is an alumnus of CSU, having
completed his Ph.D. in water resources management (civil engineering)
in 1992. Prior to his arrival at CEMML he served on active duty
for 22 years as an Army Corps of Engineers officer, to include an
appointment as Academy Professor of Geography and Environmental
Studies at the U.S. Military Academy (West Point). Dr. Doe’s
applied research on military lands includes the areas of watershed
management, sustainability assessment and ecoregional analysis.
His research and outreach collaborations include the Army Research
Office (ARO), the Army Environmental Policy Institute (AEPI), the
Army Engineer Research & Development Center (ERDC) and the Rocky
Mountain Research Station, U.S. Forest Service (USFS). Additionally,
he has supported a wide range of projects and programs at CEMML
in support of the Army’s Sustainable Range Program (SRP) and
Integrated Training Area Management (ITAM) Program, both at the
major command and installation levels. Dr. Doe holds joint faculty
appointments at CSU in the Department of Forest, Range and Watershed
Stewardship (FRWS) and the Department of Civil and Environmental
Engineering (CEE). He is developing graduate level distance learning
courses on military lands topics at CSU in support of emerging graduate
programs in the Warner College of Natural Resources.
Alan Mertens

Mr. Mertens is the Associate Director who manages
the business operations of CEMML. He is responsible for administration
of budgets, tracking and reporting expenditures, compliance with
state and federal regulations, and providing logistical support
for employees. Mr. Mertens provides assistance with budgeting, cost
estimating, identifying funding mechanisms, and state and federal
regulations for contracts with the university. He holds a B.S. in
Accounting from Colorado State University.
Mark Prieksat

Dr. Prieksat has over 10 years of experience managing
environmental cleanup and compliance projects. In addition, he has
been involved in range cleanup operations and environmental management
of military ranges. Dr. Prieksat’s work at CEMML focuses on
specific program support areas to include: environmental cleanup
(IRP, DERP, CERCLA or Superfund), military munitions response (MMRP),
compliance cleanup (CC), pollution prevention (P2), environmental
management systems (EMS), noise management (IENMP/ICUZ), hazardous
waste/materials management (RCRA), solid waste management, drinking
water (SDWA), storage tank management, toxic substances (TSCA –
lead, asbestos, PCBs, radon), wastewater and storm water management
(CWA, NPDES, SWP3), and watershed management. Several notable projects
include management of white phosphorus cleanup at Eagle River Flats
Impact Area for US Army Garrison, Alaska; consulting research at
operational mine sites in the southwestern United States; investigation
of uranium mill tailing remedial action (UMTRA) sites for the Department
of Energy; and applied research on alternative landfill covers.
Angela Thompson

Ms. Thompson is the Assistant Director and manages
the human resources operations of CEMML. She is responsible for
the management of recruiting and hiring employees, employee relations,
and resolution of personnel issues. Ms. Thompson advises, trains
and serves as a resource to employees regarding policies and procedures,
appraisals, position searches, and compliance with state and federal
regulations regarding employment. She holds a B.A. in Business Administration
from Sam Houston State University.
Dr. James A. Zeidler

Dr. Zeidler is a Research Scientist and registered
professional archaeologist. As Associate Director for Cultural
Resources, he serves as the CEMML's chief cultural resources specialist
and also holds an Adjunct Assistant Professor position in CSU's
Department of Anthropology. His responsibilities include the execution
of cultural resources management (CRM) planning and technical support
efforts for the Army and other DoD services. He also manages CEMML's
on-site personnel contracts for cultural resources specialists
and field technicians staffed at various military installations.
Areas of technical support include: planning level surveys, compliance
inventories, and National Register eligibility assessments for
historic and prehistoric archaeological resources and historic
buildings/structures; Native American consultation; historic context
studies; cultural resources data management and analysis; GIS/GPS
support; predictive archaeological modeling; and the development
of Integrated Cultural Resource Management Plans (ICRMPs). Dr.
Zeidler is also actively involved in applied scientific research
in the areas of archaeological resource management, predictive
modeling, and geoarchaeology.
