Making first use of a protected cultural heritage site, historical building, religious structure or other cultural property without genuine imperative military necessity, considering other feasible and logical alternatives, may be a potential treaty violation. Serious questions may be asked later if the violation results in serious damage to a specially protected structure or site. By choosing this option the OIC avoids taking an unneccesary risk.
